THE CORPORATION OF THE TOWNSHIP OF ASSIGINACK

MINUTES OF THE REGULAR COUNCIL MEETING

 

The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, April 21, 2015 at 5:00 P.M.

 

Present were Reeve Paul Moffatt, Members Robert Case, Hugh Moggy, and Brenda Reid

OPENING:

#133-09-15 – B. Reid – H. Moggy

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 5:00 p.m., with Reeve Moffatt presiding in the Chair.  CARRIED

 

AGENDA:

#134-09-15 – H. Moggy – R. Case

THAT the agenda for this meeting be amended by adding the following items:

6-B) Donation Request: Edcamp Manitoulin; and

8-B) By-law #15-11: Amending By-law #06-03 Establish Policies under a Municipal Code

AND THAT the agenda be accepted as amended. CARRIED

 

DISCLOSURE OF PECUNIARY INTEREST:

Councillor Reid disclosed a direct pecuniary interest in Agenda Items 6A Payroll and 8B Employee Responsibilities Policy as her husband is an employee of the Township.  She did not take part in any discussion, attempt to influence the vote or vote on the matters.

 

ADOPTION OF MINUTES:

#135-09-15 – R. Case – B. Reid

THAT the Minutes of the April 7th, 2015 Regular Meeting of Council be accepted. CARRIED

 

#136-09-15 – B. Reid – H. Moggy

THAT the Minutes of the January 19th, 2015 Assiginack Public Library Board be accepted. CARRIED

 

#137-09-15 – R. Case – H. Moggy

THAT the Minutes of the April 13th, 2015 Manitoulin East Airport Commission Meeting be accepted. CARRIED

 

DELEGATIONS:

#138-09-15 – B. Reid – H. Moggy

THAT we thank the Burns Wharf Theatre Players for attending this meeting and making their presentation to Council. CARRIED

 

#139-09-15 – R. Case – B. Reid

THAT we thank Phil Blake for attending this meeting and making his presentation to Council. CARRIED

 

ACTION REQUIRED ITEMS:

#140-09-15 – R. Case – B. Reid

THAT Council authorizes the following Accounts for Payment:

General:            $201,364.14

AND THAT the Reeve and administration be authorized to complete cheques #22661 through #22691 as described in the attached cheque register report. CARRIED

#141-09-15 – H. Moggy – R. Case

THAT Council authorizes the following Accounts for Payment:

Payroll: $15,841.09

AND THAT the Reeve and administration be authorized to complete cheques #22641 through #22660 as described in the attached cheque register report. CARRIED

 

#142-09-15 – B. Reid – R. Case

THAT we approve the donation request from Edcamp Manitoulin for their 2nd Annual Professional Development gathering on May 9th, 2015, donating $100. CARRIED

BY-LAWS:

#144-09-15 – H. Moggy – R. Case

THAT By-law #15-10, being a by-law of the Corporation of the Township of Assiginack to Amend By-law #06-03: Establish Policies under a Municipal Code be given its first and second readings. CARRIED

 

#145-09-15 – B. Reid – H. Moggy

THAT By-law #15-10, being a by-law of the Corporation of the Township of Assiginack to Amend By-law #06-03: Establish Policies under a Municipal Code be given its third and final reading and enacted in open Council. CARRIED

ANNOUNCEMENTS:

Councillor Case asked the Public Works Superintendent if the “No Parking” signs could be installed on Michael’s Bay Road.

Councillor Moggy requested staff to send a thank you letter to Frank and Lisa Hallaert and their volunteers for organizing a community clean-up effort last week.  Councillor Moggy also noted that he attended an MTA Meeting earlier in the day and the focus of the Manitoulin Welcome Centre has shifted to focusing on events and attractions rather than having a multitude of brochure racks.  As well the design has changed, Jake’s Home Centre has provided living room furniture for the Welcome Centre and each community can have an event listing printed on a large banner that will hang from the rafters.
