THE CORPORATION OF THE TOWNSHIP OF ASSIGINACK

MINUTES OF THE REGULAR COUNCIL MEETING

 

The Regular Meeting of the Council of the Corporation of the Township of Assiginack was held in the Council Chambers on Tuesday, February 3, 2015 at 7:00 P.M.

 

Present were Reeve Paul Moffatt, Members Robert Case, Leslie Fields, Hugh Moggy, and Brenda Reid

OPENING:

#035-03-15 – L. Fields – R. Case        

THAT the Regular Meeting of the Council of the Corporation of the Township of Assiginack be opened for business with a quorum of members present at 7:00 p.m., with Reeve Moffatt presiding in the Chair. CARRIED.

 

AGENDA:

#036-03-15 – B. Case – L. Fields

THAT the following item be added to the February 3rd Council Agenda:

  1. Item 6-e) Fire Department: Purchase of Thermo-imaging Camera. CARRIED.

 

#037-03-15 – R. Case – L. Fields

THAT the agenda for the Meeting be accepted. CARRIED.

DISCLOSURE OF PECUNIARY INTEREST:

Councillor Reid disclosed a direct pecuniary interest in Agenda Item 6A Payroll as her husband is an employee of the Township.  She did not take part in any discussion, attempt to influence the vote or vote on the matter.

 

ADOPTION OF MINUTES:

THAT the Minutes of the January 20, 2015 Regular Meeting of Council be accepted. CARRIED.

 

#039-03-15 – R. Case – L. Fields  

THAT the Minutes of the Assiginack Public Library Board Meeting of December 15, 2014 be accepted. CARRIED.

REPORTS:

THAT we accept the Report to Council from the C.A.O. titled, “Cemeteries and the Funeral, Burial and Cremation Services Act.” CARRIED.

 

ACTION REQUIRED ITEMS:

THAT Council authorizes the following Accounts for Payment:

General:           $133,875.00

AND THAT the Reeve and administration be authorized to complete cheques #22404 through #22429 as described in the attached cheque register report. CARRIED.

 

#042-03-15 – R. Case – L. Fields

THAT Council authorizes the following Accounts for Payment:

Payroll:            $17,204.14

AND THAT the Reeve and administration be authorized to complete cheques #22379 through #22396 and cheques #22430 through #22432 as described in the attached cheque register report. CARRIED.

 

#043-03-15 – L. Fields – R. Case

THAT we agree to make a $1,000.00 contribution to the Assiginack Horticultural Society for the purchase of flowers for the Township. CARRIED.

 

#044-03-15 – R. Case – L. Fields

THAT we agree to provide Mantioulin Island Cycling Advocates with a Letter of Acknowledgement for the 5th Annual Manitoulin Passage Ride in exchange for a copy of the insurance to cover this event. CARRIED.

 

#045-03-15 – B. Reid – H. Moggy

THAT we advertise for citizen members to express their interest in joining the Museum Advisory Committee;

AND THAT we inform citizens who have already submitted an expression of interest that all appointments to the Committee will be done at one time following the advertising. CARRIED.

 

#046-03-15 – H. Moggy – B. Reid

THAT we approve the Fire Department to purchase the Thermo-imaging Camera that was presented to Council in Dwayne Elliot’s letter of February 1st, 2015. CARRIED.

THAT we acknowledge receipt of the following correspondence items:

  1. S. Norisle Fundraising Project
  2. Fact Sheer: Bill 52
  3. OCWA: Energy Efficiency Walkthrough Assessment. CARRIED.

 

BY-LAWS:

#048-03-15 – H. Moggy – B. Reid

THAT By-law #15-02, being a by-law to provide for an interim tax levy and to provide for the payment of taxes and to provide for penalty and interest of 1.25 percent be given first and second readings. CARRIED.

 

#049-03-15 – B. Reid – H. Moggy

THAT By-law #15-02, being a by-law to provide for an interim tax levy and to provide for the payment of taxes and to provide for penalty and interest of 1.25 percent be given its third and final reading and enacted in open Council. CARRIED.

 

#050-03-15 – B. Reid – H. Moggy

THAT By-law 15-03, being a by-law to adopt updated Cemetery Policies, Interment Rights Contract and the Price List for Hilly Grove Cemetery be given first and second readings. CARRIED.
